In accordance with federal regulations, Hagerstown Community College provides prospective and current students as well as the general public with a variety of academic, institutional, and financial assistance information.

- Transfer of Credit from Other Institutions:
Credit is granted for course work completed at regionally accredited colleges and universities and that apply to the student’s program at HCC. The assistant director of admissions, records and registration and the appropriate faculty member evaluate courses taken more than ten years ago. Credit for courses accepted from other institutions satisfies HCC’s graduation requirements. The course grades, however, are not calculated in the grade point average at HCC. For students transferring from any University of Maryland system institution, all applicable general education coursework with a grade of “D” or above will be accepted in transfer. For program requirements, grades of “D” will be accepted only if the grade point average for the block of courses is 2.0 or higher. HCC will convert courses taken at institutions that operate on the quarter system to semester hours. Quarter hours are multiplied by 2/3 to equal semester hours.
Students may transfer up to 75 percent of their degree or certificate requirements. All transfer students working for a degree or certificate must take at least 25 percent of their credits at HCC.

HCC is a state and county supported comprehensive community college. Its central purpose is to offer a diverse array of courses and programs designed to address the curricular functions of university transfer, career entry or advancement, adult basic skills enhancement, general and continuing education, as well as student and community service. It is part of the College’s mission to promote and deliver educational excellence within a learning community environment and to foster regional economic and cultural development through community service and collaboration. The College is charged to provide high quality education at a reasonable cost to meet the post-secondary educational needs of the citizens of Washington County and the surrounding region.

- Privacy of Student Records – Family Educational Rights and Privacy Act (FERPA):
By law, HCC must follow guidelines established by the U.S. Department of Education, named The Family Educational Rights and Privacy Act (FERPA), which affords students certain rights with respect to their education records. Under this act:
o Students have a right to inspect and review their education records within 45 days of requesting the information from HCC.
o Students have the right to request an amendment if records are believed to be inaccurate or misleading.
o Students must grant consent to anyone other than themselves and certain school officials for education records to be shared.
o Students can file complaints with the U.S. Department of Education concerning alleged failures by HCC to comply with FERPA.

- Computer Use and File Sharing:
Computers should be used for academic purposes only. Examples of misuse of computer include:
1) illegal copying of commercial software or data protected by copyright or special license,
2) unauthorized access to computer files,
3) copying/pasting, in any form, another student’s exam or homework files and submitting as one’s own,
4) planting viruses on local or network drives, and
5) sharing one’s own or using the account number of another to access the system.

HCC’s Student Financial Aid Office provides resources to students seeking financial assistance. Aid is available through grants, scholarships, loans, and student employment at the College. Health and Safety

HCC has its own Police Department, certified by the Maryland Police and Correctional Training Commissions. The officers have full police authority on campus and at off campus locations under the control of HCC. The mission of the HCC Police is to serve and protect the college community and enforce all laws and college policies.
