Teen Parent Program

HCC’s Teen Parent Program provides educational support services to teen parents/pregnant teens who are Washington County residents. Case management support will be provided as needed and will include: assistance with information on how to enroll at HCC, completing enrollment forms and referral to other offices on campus (e.g., financial aid, advising, and finance), linking participants with other educational programs (e.g., GED programs), and student assistance (e.g. books, tuition, child care, and transportation). Loaner Textbooks for JTSR Students

Students who are eligible for JTSR services may request loaner textbooks for their classes from the JTSR Office. Book Policies Students who do not receive a book voucher related to their financial aid will be given first priority for loaner textbooks. Students must be registered for classes before they can request a loaner textbook from the JTSR Office for that class. Each semester, there is an established date when the JTSR Office will begin taking requests for loaner textbooks. The JTSR Office stocks only certain textbooks so not all textbooks for all classes will be available. The JTSR Office has a limited number of textbooks, and books are normally reserved on a first-come, first-served basis. Priority is given to those students who do not receive a book voucher. All students borrowing books from the JTSR Office will be required to sign a book loan contract and agree to return the book, in good condition, by a prescribed date (generally the last day of the semester). Students who do not return books, or return them in poor condition, may have JTSR services suspended and may potentially be unable to register for future classes or request transcripts.

Transportation for JTSR Students

Students who are eligible for JTSR services may apply for assistance with gas mileage reimbursement OR bus passes while they are in classes at HCC. Transportation Policies Each semester there is an established date when the JTSR Office will accept new transportation stipend applications. The application for transportation stipend must be filled out completely and signed by the student. Students may not apply until after they have registered for the semester in which they are applying for assistance. Students must re-apply each semester and must receive notification of approval from the JTSR Office. Transportation reimbursement is based on one round trip per day from the student’s home to HCC and back, regardless of how many trips the student actually makes or whether or not the student has classes at a remote location. JTSR students must notify the JTSR Office immediately if anything changes after the submission of their application (such as school schedule or address change). Students approved for transportation reimbursement are reimbursed at a rate of 20 cents per mile up to a maximum of $30 per week. Bus Pass Policies Students must be registered for classes and must receive approval each semester from their JTSR advisor before receiving bus passes. Students are to use their bus passes for transportation to and from their scheduled classes only. Trips to campus for other purposes are not covered. The bus pass is to be used by only the HCC student to whom the pass is issued. There should be only two punches on the card per round trip. Multiple trips to campus in one day will not be approved. Class attendance and academic performance are monitored by the JTSR Office and bus pass recipients who are not attending classes regularly may be in jeopardy of not receiving another pass when their current pass runs out. The JTSR Office records the number of days per week the student attends class and will calculate how long a 21-ride pass should last the student. NOTE: If receiving both transportation and child care assistance then combined semester cap is $500. Internet classes are excluded in both transportation and childcare assistance.

Child Care for JTSR Students

Students who are eligible for JTSR services may apply for assistance with the cost of child care while they are in classes at HCC.  Child Care Stipend Policies Each semester there is an established date when the JTSR Office will accept new applications for child care assistance. Applications will not be accepted prior to that date. The application for child care stipend must be filled out completely and signed by the student and the child care provider. Students may not apply until after they have registered for the semester in which they are applying for assistance. Students must reapply each semester and must receive notification of approval from the JTSR Office. JTSR students must notify the JTSR Office immediately if anything changes after the submission of their application (i.e., change in school schedule). The child in child care may not be any older than 10 years of age. JTSR does not provide child care stipend for children in child care who are 11 years of age or older Students approved for this child care help receive a stipend according to the following: Full time (12 credits or more) = $33.34 per week Three-fourths (3/4) time (9-11 credits) = $26.67 per week Half time (6-8 credits) = $23.34 per week Half time (1-5 credits) = $16.67 per week NOTE: If receiving both transportation and child care assistance then combined semester cap is $500. Internet classes are excluded in both transportation and childcare assistance.

JTSR Eligibility

You may be eligible for services from the Job Training Student Resources (JTSR) if: You are enrolled in a career program at Hagerstown Community College AND You are a Pell eligible student * AND You are 24 years of age or older ** *Students must first apply and be eligible for Federal Aid by completing the Free Application for Federal Student Aid (FAFSA). **Students under 24 years of age may still be eligible if the Financial Aid Office qualifies them as an independent student.

Job Training Student Resources (JTSR) provides support services to Pell eligible adult students taking classes at HCC in career programs. It is important that you apply for financial aid first to help determine your eligibility. JTSR offers help with: Child care stipends while you are in school Transportation (gas mileage stipend or bus passes) to help you get to school Loaner textbooks. Priority is given to students who do not have financial aid book vouchers.
