John D. Williamson

Mr. Williamson holds a Bachelor’s degree from the College of Industrial Management at Clemson University and a Master’s degree in Finance from the Pamplin College of Business at Virginia Tech. He is the principal of Williamson and Associates, a financial planning and asset management firm affiliated with Ameriprise Financial in Frederick, Maryland. He previously held executive and management positions with WorldCom/MCI Telecommunications, Citicorp, and The Ford Motor Company.

Gregory I. Snook

Mr. Snook is a lifelong resident of Washington County, and is very active in the community. He is President and CEO for the Washington County Industrial Foundation. He currently serves on the Meritus Medical Center Board of Trustees, the Columbia Bank Board of Directors, Washington County Free Library Board of Trustees, and the Washington County Board of Education Ethics Board. He is a member of the Washington County Chamber of Commerce, Antietam Exchange Club, and the Finance Chairman for St. Augustine Church. Additionally, Mr.

L. William Proctor, Jr.

Mr. Proctor received a Bachelor’s degree in Political Science / Economics from Hood College in Frederick, Maryland, and a Juris Doctor from the University of Baltimore School of Law in Baltimore, Maryland.

In 1983, Mr. Proctor developed and taught a jobs retraining program for C.E.T.A. at Hagerstown Community College, and served as a collective bargaining representative for AFSCME Council 67, before opening his own law firm, Myers & Proctor, P.A., in 1998.

Carolyn W. Brooks

Ms. Brooks is active in the community, currently serving on the boards of Hagerstown Community College (with the distinction of being the first person of color appointed), the City of Hagerstown Housing Authority, the Hagerstown YMCA, and the Local Management Board. She has also served on the boards for the Washington County Mental Health Authority, Leadership Hagerstown, Children In Need, and the Maryland Symphony Orchestra.

Ms. Brooks was the Coordinator for CSAFE (Collaborative Supervision and Focused Enforcement) from 1998 through 2011.
