A special circumstance could be, but is not limited to, unemployment, disability, separation/divorce, death of a parent after FAFSA submission, loss of untaxed income, received a one-time non-recurring payment.

Unusual Enrollment History Appeal Form

The U.S. Department of Education has established regulations to prevent fraud and abuse of Federal student aid. Students who have received funding through the Federal Pell grant program may be identified with unusual enrollment history. Students may have legitimate reasons for an unusual enrollment history; however, an unusual enrollment history requires a review.
