Serafini served as a member of the Maryland Senate from 2015 to 2020 and a member of the Maryland House of Delegates from 2008 to 2015. He is a graduate of North Hagerstown High School and Shippensburg University, where he earned a bachelor's degree in business administration. After earning the designation as a certified financial planner, he worked for Van Kampen Merrit and Lincoln Investment Group before starting Serafini Financial Services in 1990. He became senior vice president of Wealth Enhancement Group in 2021 and retired in 2024, after 40 years in financial services.

Ms. Serafini was appointed to serve on the Hagerstown Community College Board of Trustees for a six-year term beginning July 1, 2026.
