Workforce Training Scholarships
You may be eligible for a scholarship if you need assistance with tuition for Workforce Solutions Training Certificates. Below you will find the application process for tuition assistance.

Step 1: Complete the HCC College Application
Step 2: Complete the Free Application for Federal Student Aid (FAFSA).
Step 3: Complete the WSCE Financial Aid Application
HCC credentials are required to complete the WSCE Financial Aid Application (Step 3) and will be provided after completion of the College Application (Step 1). The College Application is not required if you already have HCC credentials.

Details about the scholarship process:
- Documentation can be securely uploaded through the application link
- Scholarships take approximately two weeks for approval
- Scholarships may cover all or part of the program cost
- Students currently enrolled in credit classes and receiving financial aid for these classes are not eligible to obtain a non-credit scholarship for the same term.
- Initial correspondence will be sent to the email address provided on the College Application. Any following correspondence will be sent to your HCC student email address.

Scholarships are made available through the following grant programs:
Maryland Promise Non-Credit Scholarship
The Maryland Community College Promise Non-Credit Scholarship is a last-dollar scholarship that is available for Maryland high school graduates or GED recipients eligible for in-state tuition who are planning to enroll or are currently enrolled at a Maryland community college in:
- A sequence of non-credit courses that leads to licensure or certification
- A registered apprenticeship program
Eligible students can receive up to $5,000 to cover any remaining tuition and mandatory fee expenses after Federal or State financial aid has been applied.

EARN Construction Skilled Trades Employment Pathways (CSTEP)
The Maryland Department of Labor grant provides support for Maryland residents who are unemployed or under employed and interested in Heavy Equipment Operator, Construction Trades, or Forklift Construction Operation.
EARN Transportation and Logistics Pathways Grant (MOVE)
The Maryland Department of Labor grant provides support and scholarships for Maryland residents training as CDL truck drivers or forklift operators.
HCC Foundation Workforce Development Scholarships
Donor funded scholarships through the Hagerstown Community College Foundation. These scholarships are designated by donors to support students enrolled in Workforce Solutions and Continuing Education programs.
Maryland Workforce Development Sequence Scholarships
This grant, available through the Maryland Higher Education Commission (MHEC), is designed to provide all or part financial assistance to Maryland residents interested in registering for approved non-credit certification programs that lead to employment or licensure.
Philip E. and Carole R. Ratcliffe Foundation Grant
This grant provides scholarships to individuals in Allied Health, Skilled Trades, and Entrepreneurship areas.
Road to Careers
Through the Maryland Department of Labor, this is a three-year grant focusing on pre-apprenticeship and Registered Apprenticeship in the construction trades.
