Serafini named to HCC board of trustees

Andrew A. Serafini has been appointed by Governor Wes Moore to serve a six-year term on the Hagerstown Community College board of trustees, effective July 1, 2026. He will replace trustee Austin Abraham who is stepping down after 18 years on the board, including two years as board chair.

Serafini was a member of the Maryland Senate from 2015 to 2020 and a member of the Maryland House of Delegates from 2008 to 2015. He is a graduate of North Hagerstown High School and Shippensburg University, where he earned a bachelor's degree in business administration. After earning the designation as a certified financial planner, he worked for Van Kampen Merrit and Lincoln Investment Group before starting Serafini Financial Services in 1990. He became senior vice president of Wealth Enhancement Group in 2021 and retired in 2024, after 40 years in financial services.

Serving on the HCC board of trustees, Serafini will act as a voting member of the board in the development and evaluation of college policies. The board functions as the governing body of the college in accordance with Code of Maryland Regulations and oversees the work of the president of the college. The board consists of a chair, vice chair, and five members.
